ATCOR Installation without administrative privileges

The license works no problem from the administrator account but when I try to run atcor from the user account which does not have administrative privileges it does not work.   I've given the user full permissions for the directory but when I try to run the .exe it says the user does not have permission and for .sav file 

The mechanism with the exe is: 
- the .exe has to be startet (does it start at all) as standard program 
- it uses the atcor4.ini file (a text file with all paths to the used startup files) 
- then it opens atcor4.sav directly using the idlrt.exe.
