Besides, Could you provide WV2/3 .flt files ? so that I will be able to simulate WV2 data using Modtran Setup tape and run menu, where I have more control of parameters.

If you want to get at-sensor reflectances, you need to devide the radiance by the at-sensor irradiance (sol@observer)/pi.

I don't have the *flt files; you got to create them yourself from the *rsp files provided. For using the full modtran tape5, you should go through:
-Generate tape5
-Extract spectra (see help there, there you can choose all options)
-Convolution (where the *rsp files can be used).
