The terrain correction only takes into account the incidence angle for some empirical BRDF correction. The observer BRDF correction would still to be done after atmospheric compensation then. However, the current implementation of BREFCOR is not yet optimized for steep terrain and you'd need to test if results are gettting better after BRDF correction or not.
