ranges from 0 to ~1500. But, in the header file, the reflectance
scale factor = 10000. So, which values do I use to scale the data
to sensible reflectance values (given the [%*100] symbol in my Q1
also).

This DEM is in geographic coordinates (Geographic Long/Lat), wheraes ATCOR requires metric coordinates; you'd need to convert the DEM to UTM before it can be used in ATCOR. Such a conversion is to be done externally, e.g. in ENVI.

Hopefully my last question for you: what does this error message relate to? I am atmospherically correcting a rugged terrain.
